Welding & Structural Certification (ISO 3834 / EN 1090)

EN ISO 3834

TÜV AUSTRIA Belgium is an accredited body for the provision of UNI EN ISO 3834 product certification in accordance with the UNI CEI EN ISO/IEC 17065:2012 standard.

This standard defines the “Quality requirements for fusion welding of metallic materials” and applies to welding operations carried out both in the workshop and on site. There are three levels of certification: elementary (Part 4 of the standard), standard (Part 3 of the standard) and comprehensive (Part 2 of the standard). UNI EN ISO 3834 took on major importance in Italy after Ministerial Decree of 14 January 2008 made it mandatory. Paragraph 11.3.4.5 of the Decree states: “[…] in relation to the type of products manufactured by means of welded joints, the manufacturer must be certified in accordance with the UNI EN ISO 3834:2006 standard, Parts 2 and 4 […]”.

EN 1090

The EN 1090 standards are the reference standards for the supply of metal structures in steel and aluminium, from their design through to their installation. The EN 1090 series of standards defines the operating procedures, starting from the materials and their processing (cutting, forming, welding, etc.) up to installation.

It is structured as follows:

  • EN 1090-1:2009/2011: defines the requirements for the conformity of structural components;
  • EN 1090-2:2008/2011: defines the criteria and operating procedures for the construction of steel structures;
  • EN 1090-3:2008: defines the criteria and operating procedures for the construction of aluminium structures.

Like all standards, those in the EN 1090 series are generally voluntary in nature. This becomes mandatory in cases where structural steelwork products form part of the structure of the works themselves or “collaborate” structurally with them (i.e. when they are incorporated into works that must be designed and constructed in compliance with Italian legislation on civil and industrial construction, in that they “ensure and/or contribute to the structural and/or geotechnical safety of the works themselves”). Structural steel and aluminium products are considered, to all intents and purposes, “construction products”; as such, they fall under European Regulation 305/2011 which, through the mandatory application of Annex ZA of the standard, requires compliance with the requirements for mechanical resistance and stability of the works, together with the obligation to provide the Declaration of Performance (DoP) and the CE marking of the products for their free movement within the European territory.

The obligation for CE marking in accordance with the EN 1090 standards was introduced as of 1 July 2014. To determine, in practical terms, whether a steelwork product is subject to CE marking under EN 1090, one should consider whether removing this component from the works would compromise the resistance and stability of the entire works or of a part of them. In this analysis, it is advisable to give priority to the stability of the works over the safety of persons (which is in any case covered by other legislation).

TÜV AUSTRIA Belgium operates under the accreditation and notification of TÜV AUSTRIA SERVICES GmbH, Notified Body NB 0408, reg. EU 305/2011.
