The Carbon Border Adjustment Mechanism (CBAM) is an EU regulation designed to ensure that imported goods face the same carbon costs as those produced within the EU. Its purpose is to prevent carbon leakage, promote fair competition, and support the EU’s climate objectives under the European Green Deal. CBAM currently applies to carbon-intensive products such as cement, iron and steel, aluminium, fertilisers, electricity, and hydrogen, with more sectors expected to follow. Since October 2023, CBAM has been in a transitional phase, requiring quarterly emissions reporting but no financial transactions until February 2027.
Recent developments, including the proposed Omnibus Package, aim to simplify CBAM obligations for smaller importers by introducing a mass-based threshold of 50 tonnes per year, replacing the previous €150 value-based exemption.
